36% students failed in the re-examination: failure of students or education system?

According to NTC Delhi Common Compartment School Examination (CCSE), the compartment result for class 9 and class 11 was declared on 10th May 2019 and around 36% students failed in it. The education system is at fault behind such failure and the no detention policy.
